Concession Operator Opportunity at Blood Tribe Twin Rinks

Blood Tribe Administration is inviting qualified food service operators, entrepreneurs, community businesses and non-profit organizations to submit proposals to operate the concession at the new Blood Tribe Twin Rinks facility in Stand Off, Alberta. The RFQ was issued on August 6, 2026, and submissions close on August 24, 2026.
The Twin Rinks is a newly built, two-rink recreation facility featuring two NHL-sized ice surfaces, spectator seating and community recreation amenities. The facility will serve Kainai Nation members while also welcoming athletes, families, teams, spectators and visitors from across southern Alberta.
About the Opportunity
The concession includes approximately 1,400 square feet of kitchen, storage and seating space. Major food service equipment is already installed, including grills, refrigeration and freezer space, a hood ventilation system and fire suppression equipment.
Blood Tribe Administration is looking for an operator that can provide reliable, safe, affordable and community-oriented food and beverage service for arena users. Respondents are encouraged to propose a menu and operating model that serves families, athletes, youth, Elders, spectators, staff and community visitors, including affordable core items and healthy, culturally appropriate or locally relevant options.
Proposals from operators that can create local benefits—such as community, Indigenous or youth employment, training opportunities and relationships with local suppliers—are strongly encouraged.
The anticipated concession agreement will have an initial term of three years, with the possibility of renewal options or a longer term where justified by the operator’s proposed investment or start-up requirements.

Deadline to submit questions: August 17, 2026
Proposal submission deadline: August 24, 2026, at 2 p.m. MDT
Target concession opening: October 1, 2026
How to Apply
A formal bound proposal is not required. Interested respondents may submit a clear, straightforward written response outlining their experience, proposed menu and pricing, operating approach, staffing and hours, opening readiness, community benefits and proposed lease terms.
